The House of Lords committee has rejected exaggerated fears of AI posing an existential threat, urging policymakers to address immediate concerns. The committee’s report criticizes the UK for focusing too narrowly on AI safety, risking missing out on its potential benefits.
The report highlighted that AI and large language models (LLM), including those behind ChatGPT, are poised to bring transformative changes comparable to the internet’s impact.
Concerned about the UK’s imbalanced focus, the committee emphasized the need to rebalance the approach to AI, warning of potential consequences like forfeiting global influence.
The UK held an AI Safety Summit in November 2023, emphasizing the country’s focus on AI safety. The summit focused on persistent AI risks, including its potential as an existential threat, role in advanced cyberattacks, and susceptibility to misuse in developing biological or chemical weapons by malicious actors.
“The most significant of these risks arise from potential intentional misuse or issues of control, where AI systems may seek to increase their influence and reduce human control, and these issues are in part because those capabilities are not fully understood,”
The committee recommended greater support for AI startups, increased investment in computing infrastructure, enhanced focus on digital skills, and exploring the development of a sovereign UK LLM.
In the competitive AI sector, where open and closed model developers vie for regulatory advantage, the committee underscored the government’s role in prioritizing market competition to avoid undue influence.
The committee suggested updating copyright laws to address AI’s unique challenges and opportunities, aiming to protect content owners and encourage responsible data use by tech companies.
Advocating for effective AI regulation, the committee also called for developing accredited standards, common auditing methods, and other measures to foster responsible innovation and regulatory oversight.
The summit comes when EU policymakers are about to finalize their regulatory approach to this emerging technology in the AI Act, where the discussion on how to deal with the most powerful model is still open.
